Experience with responsibility.
A commitment to service.
LTC Andraé James Evans, U.S. Army, Retired, founded Moral Power Leadership International to help people use authority responsibly. His work focuses on the decisions that test a leader: whether to welcome an inconvenient fact, listen to someone with less power, apply a fair process, or accept the cost of doing what is right.
His civilian career includes financial services, safety and security leadership, nonprofit board service, and elected executive responsibility. Elected in 2023, he became the first African American town supervisor in Monroe County, serving Irondequoit from 2024 through 2025. As supervisor, he led more than 300 employees across 13 departments, managed a $54 million operating budget and approximately $200 million in annual revenue flows, and secured $9.3 million in outside grant funding.
Why I founded MPLI
Power is not proven by what it can control. Power is judged by what it refuses to violate.
I founded Moral Power Leadership International because I have experienced and observed what happens when authority stops serving the people and mission entrusted to it. Toxic leadership can become an institutional habit. Silence can become an expectation. Procedures can be used to protect those in control while the people affected struggle to be heard.
Those experiences led me to build MPLI as a practical leadership doctrine grounded in moral courage, discipline, and accountability. Its purpose is to help leaders hold a moral center under pressure and give them tools to act when institutions fall short.
I have held the authority I teach others to carry. Across military service, public office, business, and community leadership, I have been responsible for people, resources, and decisions with lasting consequences. I also know that the costs of leadership extend to families and communities. That responsibility informs everything MPLI teaches.
Through keynotes, workshops, executive coaching, and consulting, MPLI teaches four disciplines:
- Inspect: Examine how power operates, whom it serves, and whether decisions withstand scrutiny.
- Defend: Protect legitimate authority, fair process, and the people those responsibilities exist to serve.
- Expose: Bring abuses of power, exclusion, and distortions of the record into view through evidence.
- Repair: Correct harmful practices, restore accountability, and rebuild the conditions for trust.
MPLI works with executives, boards, public officials, and rising leaders who carry real authority and face difficult decisions. We help them connect their stated values to how they listen, decide, exercise restraint, and respond when something goes wrong.
The goal is leadership that serves people, accepts scrutiny, and leaves institutions stronger than it found them.

Andraé began his military service as an enlisted Soldier and Combat Medic. Selected for Officer Candidate School at Fort Benning, he earned his commission and served as a Field Artillery officer, with additional skill identifiers and experience in Military Intelligence, Information Operations, and Psychological Operations. He completed four combat tours, one in Iraq and three in Afghanistan, and received two Bronze Stars. His assignments included command, combat and police advising, strategic communications, and interagency work supporting counterdrug operations.
Community service has remained part of that work through the Urban League, Keeping Our Promise, Kiwanis, veterans’ support, youth mentoring, and FIRST Robotics. He is also a member of Blue Lodge, Scottish Rite, and York Rite Masonry.
Through MPLI, Andraé brings these experiences into practical conversations about moral courage, racial fairness, evidence, accountability, and service. The SELFLESS Power Model gives leaders a structured way to examine a decision before they act and a starting point for correcting harm when trust has been damaged.
